The customer is a government organization in Indonesia responsible for regulating and managing State-Owned Enterprises (SOEs/BUMN). The organization focuses on driving transformation, improving governance, and strengthening operational efficiency across government-owned enterprises. The organization operates several critical digital platforms hosted in a hybrid environment, including recruitment systems, internship management platforms, and integrated business workflow applications that connect with multiple state-owned enterprises. These applications support essential public sector operations and require secure, highly available, and resilient infrastructure.

Customer Challenge

As the organization expanded its digital services and application ecosystem to support Indonesia's SOE transformation agenda, the organization faced increasing demands for secure and resilient infrastructure capable of supporting mission-critical government workloads. The environment consisted of approximately 45 on-premises servers supporting multiple integrated applications, Active Directory services, and inter-ministerial connectivity requirements.

The organization required a comprehensive hybrid-cloud architecture capable of supporting Disaster Recovery (DR) capabilities on AWS while maintaining seamless integration with existing on-premises infrastructure. The organization also needed centralized identity management, enterprise-grade network architecture, advanced application security, DNS services, and load balancing to ensure secure and uninterrupted operations.

Without a modern Disaster Recovery and security architecture, the organization faced significant risks:

  • Prolonged service downtime — With no cloud-based DR capability, any disruption to the on-premises environment could take days to recover, directly impacting recruitment cycles, internship placements, and inter-SOE business workflows
  • Regulatory and governance exposure — As a government regulator, the organization could face scrutiny over inadequate business continuity planning for critical public sector applications
  • Security vulnerabilities — Limited application-layer protection and DDoS mitigation exposed government platforms to potential cyberattacks, data breaches, or service disruptions
  • Operational inefficiencies during incidents — Limited visibility and monitoring capabilities would impact incident response and root cause analysis, extending recovery time
  • Reputational impact — Disruptions to recruitment and internship systems could affect thousands of applicants and damage public trust in SOE governance

If not addressed, the organization would remain vulnerable to extended downtime, security incidents, and operational failures across multiple government digital services.

Partner Solution

PT Metrodata Electronics Tbk (Metrodata), as an AWS Advanced Tier Services Partner, designed and implemented a secure hybrid-cloud disaster recovery architecture on AWS to strengthen the customer's operational resilience, security posture, and business continuity capabilities.

How the solution was delivered: Metrodata followed a structured five-phase methodology to ensure security, compliance, and operational readiness:

  1. Assessment & Requirements Phase: Metrodata conducted a detailed discovery of the customer's 45 on-premises servers, application dependencies, Active Directory integration points, and inter-ministerial connectivity requirements. The team defined target RPO and RTO objectives of less than one hour in collaboration with the customer's IT leadership.
  2. Architecture Design Phase: Metrodata designed a hybrid-cloud DR architecture where the primary production environment remained on-premises while AWS served as the disaster recovery site. The design included AWS Elastic Disaster Recovery (DRS) for near real-time replication, advanced Layer 7 security using F5 technologies, and Active Directory synchronization for centralized identity management.
  3. Deployment & Integration Phase: Metrodata deployed AWS DRS agents across the customer's 45-server on-premises fleet, configuring continuous replication to the AWS Asia Pacific (Jakarta) region. F5 security solutions were implemented for traffic inspection, filtering, load balancing, and DDoS mitigation. Active Directory synchronization was established to provide seamless authentication and access control across hybrid environments.
  4. Validation & DR Drill Execution Phase: Metrodata executed DR validation testing, verified RPO and RTO targets, documented recovery runbooks, and trained the customer's IT team on failover and failback procedures.
  5. Operational Handover & Managed Support Phase: Post-implementation, Metrodata provides ongoing monitoring, managed support, and periodic DR validation to maintain continuous operational readiness.

Primary AWS services used: AWS Elastic Disaster Recovery (DRS), Amazon EC2, Amazon EBS, Amazon VPC, AWS Direct Connect (for hybrid connectivity), AWS IAM, Amazon CloudWatch, and AWS Transit Gateway.

Additional technologies integrated: F5 Networks (Layer 7 security, traffic inspection, load balancing, DDoS mitigation) and Active Directory synchronization for hybrid identity management.

Results and Benefits
